       出口的第一步，首先是要找一家貨代，確定船運(yùn)公司及預(yù)訂倉(cāng)位。然后要有一家出口公司（自己擁有或者委托），**出口相關(guān)手續(xù)。如果不需要做退稅，一般可以委托貨代公司操作所有出口手續(xù)，由貨代公司找出口代理公司買(mǎi)單出口。所有的這些手續(xù)，對(duì)于墨西哥清關(guān)來(lái)講，較重要的是提單，其它操作，包括國(guó)內(nèi)報(bào)關(guān)價(jià)格等，都只限于國(guó)內(nèi)使用，中國(guó)海關(guān)并不會(huì)向墨西哥海關(guān)開(kāi)放數(shù)據(jù)。提單上面，關(guān)鍵的信息是發(fā)貨人（出口公司）、收貨人（進(jìn)口公司）以及件數(shù)，這些信息不能有差錯(cuò)，必須跟實(shí)際相符。

集裝箱起運(yùn)之后，一般18-25天，可以到達(dá)墨西哥港口。來(lái)自中國(guó)的集裝箱，主要目的港一般是Manzanillo，也有部分到Lazaro Cardenas，但一般建議都選擇Manzanillo（國(guó)內(nèi)定柜的時(shí)候，跟貨代確認(rèn)），如果你的貨物目的地是墨西哥城，可以選擇火車(chē)或者卡車(chē)運(yùn)輸，鑒于現(xiàn)在鐵路線(xiàn)路的安全形勢(shì)，一般建議盡量選擇卡車(chē)運(yùn)輸，從近幾年的情況看，卡車(chē)運(yùn)輸安全上較有**。     如果選擇卡車(chē)運(yùn)輸，報(bào)關(guān)操作都是在Manzanillo港口海關(guān)完成，如果選擇火車(chē)運(yùn)輸，可以在Manzanillo港口報(bào)關(guān)，也可以等到運(yùn)往墨西哥城、在Pantaco海關(guān)報(bào)關(guān)。一般建議，盡量在Manzanillo港口報(bào)關(guān)，Pantaco海關(guān)吞吐量相對(duì)較小，被檢查及出問(wèn)題的概率相對(duì)較高，基本上較大規(guī)模的海關(guān)代理，都是在港口報(bào)關(guān)，很少在Pantaco報(bào)關(guān)，Pantaco報(bào)關(guān)行，規(guī)模都較小，操作不太規(guī)范。當(dāng)然，優(yōu)勢(shì)也有，在進(jìn)行一些不規(guī)范操作的時(shí)候，Pantaco可能會(huì)相對(duì)較方便。

一般，在集裝箱到達(dá)港口的時(shí)候，海關(guān)代理（Patente）需要對(duì)貨物進(jìn)行預(yù)檢。這個(gè)操作來(lái)源于墨西哥特殊的**規(guī)定，墨西哥海關(guān)法規(guī)定，如果進(jìn)口公司虛報(bào)，海關(guān)代理（Patente）和進(jìn)口公司，需要承擔(dān)同等**責(zé)任（甚至刑事責(zé)任），所以，海關(guān)代理為了保護(hù)自己，會(huì)對(duì)貨物進(jìn)行預(yù)檢，確保所有貨物符合海關(guān)**要求。預(yù)檢有可能會(huì)產(chǎn)生貨損，并且會(huì)拖慢整個(gè)清關(guān)流程大概2-5個(gè)工作日。為了避免此類(lèi)問(wèn)題，我們采用了中國(guó)裝柜預(yù)檢的方式，通過(guò)我們的中國(guó)辦事處或者委托的第三方驗(yàn)貨機(jī)構(gòu)，在中國(guó)裝柜的時(shí)候，做預(yù)檢及資料采集，這樣就避免了在墨西哥開(kāi)箱預(yù)檢。       一般海關(guān)代理，是在預(yù)檢完成之后，才會(huì)開(kāi)始檢查報(bào)關(guān)資料，對(duì)產(chǎn)品進(jìn)行分類(lèi)，確定海關(guān)編碼，并依據(jù)商業(yè)**，核定稅費(fèi)。這個(gè)過(guò)程，一般需要2-5個(gè)工作日。分類(lèi)稅費(fèi)核定完畢，就會(huì)通過(guò)海關(guān)系統(tǒng)進(jìn)行申報(bào)并交稅。申報(bào)交稅之后，需要向海關(guān)申請(qǐng)出關(guān)，這時(shí)候海關(guān)系統(tǒng)會(huì)對(duì)所有集裝箱進(jìn)行自動(dòng)抽查，另外，有時(shí)候海關(guān)也會(huì)進(jìn)行額外專(zhuān)項(xiàng)檢查。被抽查到的柜子，就是所謂的紅燈檢查，集裝箱會(huì)被拉到*的紅燈檢查位置，海關(guān)會(huì)把所有貨物全部卸下，根據(jù)報(bào)關(guān)文件逐一檢查。檢查項(xiàng)目，一般為海關(guān)編碼分類(lèi)是否準(zhǔn)確，有沒(méi)有仿冒產(chǎn)品，有沒(méi)有NOM認(rèn)證以及報(bào)關(guān)價(jià)格是否偏低等。紅燈檢查，一般會(huì)導(dǎo)致柜子拖延2-7個(gè)工作日，如果檢查出問(wèn)題，會(huì)拖延較長(zhǎng)時(shí)間，甚至幾個(gè)月。海關(guān)報(bào)關(guān)方式一般有兩種：A1和A4。A1是常規(guī)方式，A4是保稅進(jìn)口方式。如果采用A4方式報(bào)關(guān)，在紅燈檢查環(huán)節(jié)，就不會(huì)檢查報(bào)關(guān)價(jià)格是否偏低。另外，A4方式報(bào)關(guān)，稅費(fèi)并不在申報(bào)出關(guān)的時(shí)候繳納，集裝箱出關(guān)之后，先要進(jìn)入保稅倉(cāng)，然后在保稅倉(cāng)出關(guān)時(shí)，再繳納相應(yīng)稅費(fèi)。    

       海關(guān)檢查一切順利，就正式出關(guān)了，對(duì)于A1方式報(bào)關(guān)的柜子，就可以直接送到客戶(hù)庫(kù)房，對(duì)于A4方式報(bào)關(guān)的柜子，還需要進(jìn)入保稅倉(cāng)，然后再?gòu)谋６悅}(cāng)送到客戶(hù)庫(kù)房。
